On Saturday, July 17 at 1 p.m., William Henry Palmer, 52, of White Hall, Md., was driving a 2004 BMW motorcycle west on Route 211 in the first series of curves going out of Sperryville, along the same stretch of road on which there have been two fatal accidents in the last couple months.
