4. Copies of the above documents may be obtained at the office of Oliver, Webb, Pappas & Rhudy, Inc., 200 Country Club Drive, Plaza 1, Building E, Blacksburg, Virginia 24060, in accordance with the instructions to Bidders. Drawings and specifications, with payment of $75.00 per set, are available through the Architect/Engineer.

a. Prime Contractors and all other subcontractors and material suppliers may obtain drawings and specifications upon deposit of $75.00 per set. Prime Contractors and all other subcontractors and material suppliers may obtain refund of $50.00 per set by returning sets in good condition no more than fifteen (15) days after bids have been received. Those who return documents after fifteen (15) days shall forfeit their deposit. The successful Prime Contractor may obtain refund of $50.00 per set without having to return sets.

5. Bids shall be accompanied by a bid guarantee of not less than 5% of the amount of the bid, which may be a certified check or cashier's check, or a bid bond of 5% of the amount of the bid, made payable to Rappahannock County Board of Supervisors. A performance bond and a material and labor bond will be required and the cost shall be included in the bid price. 6. Bidders are required under Title 54.1, Chapter 11, Code of Virginia (1950), as amended, to be licensed as a “Class A Contractor” before submitting bid of seventy thousand ($70,000) dollars or more; or to be licensed as a “Class B Contractor" before submitting a bid of fifteen hundred ($1,500) dollars or more but less than seventy thousand ($70,000) dollars. Each bidder will be required to give their State Registration Number on their proposal. All non-resident contractors and subcontractors bidding the work described herein shall register with the Department of Labor and Industry under the provisions of Section 40.1 -30 of the Code of Virginia.

7. The owner reserves the right to waive irregularities and to reject any or all bids.

a. A pre-bid conference will be held in the Rappahannock County High School Gym Lobby, Washington, Virginia, on October 18,2005 at 10:00 A.M., to answer question? and to explain any items requiring further clarification.

8. Bids shall be binding for a period of sixty (60) days from the date on which bids are opened.
