Republican Tbdd Gibert defeated Democrat and Rappahannock resident Jim Blubaugh in the House of Delegates race for District 15 on Tuesday night, despite Blubaugh winning in Rappahannock County by roughly 4,000 votes. District 15 consists of the larger Page and Shenandoah Counties as well as Rappahannock and parts of Rockingham County. Gilbert, who is from Shenandoah, was heavily favored to win the bigger counties.
