Chappell expressed aggravation and frustration at these late cost revelations, and suggested they may constitute a change in the bid and abrogate the school system’s agreement with the construction company on their deadline for acceptance. But he cautioned that did not necessarily help the school system in any practical way.

The board debated several options. One suggestion was trying to squeeze the money out of the existing school budget. The shortfall of $28,000 represents only about a quarter of one percent of the entire school system budget of around 11 million. However, Chappell recommended against trying to finance the shortfall by shifting funds from other areas of the budget. He argued that the budget needs a certain flexibility to deal with unavoidable, unanticipated expenses, which inevitably crop up.
