New Rules
Since the process of revising the ordinance and guidelines is still just beginning, Monday’s meeting consisted of Cheryl Shepard summarizing and explaining sections of the proposed ordinance to the joint meeting. Board and Commission members suggested and debated possible changes to each section.
One focus of the meeting was the changes the current draft of the proposed ordinance would make to Washington’s ARB.
“The tone of this is very proactive, more proactive than the ARB has ever been,” said ARB member Patrick O’Connell.
In this version of the ordinance, the ARB is heavily encouraged to include trained architects and construction professionals, and members would have to be annually trained.
“This is not just a recommendatory body. ARB’s have a great deal of power, so training is very important,” said Shepard. Currently, the Washington ARB does not include any architects. This draft of the ordinance would not require ARB term limits or that members even reside in the town, but would mandate an annual report from the ARB to the town council, and empower the council to
