Easement District and higher taxes in general dominated the meeting’s budget discussion.
County Administrator John McCarthy, who created the plan for the district, claims the Conservation Easement District will preserve Rappahannock while saving taxpayer money in the long term by limiting the amount of residential growth in the county, since less county services would need to be provided. The phrase “Cows don’t go to school” has been used in the past to represent this argument. County residents at Monday’s meeting who opposed the Conservation Easement District countered this argument with the phrase “Cows don’t pay taxes, either.”
Opponents of funding conservation easements with tax dollars characterized McCarthy’s proposal as a tax on the majority to help only a few, while exacerbating Rappahannock’s ongoing problem with providing affordable housing for lower income families.
