According o Supervisor Roger Welch, easements lower the land value as it is measured by the Local Composite Index, a formula used by the state to cfdculate how much education money should be passed along to counties. Lower land values mean more money the county doesn’t have to raise.
“We noticed that every time the school budget went up, we had to raise taxes., and we wondered how to stop it,” explained Welch. Conservation easements and the current Farmland Preservation Program were the answer the board came up with.
