positioned parallel with the silo tower. The proposed modifications would also include an 11’ by 20’ shed constructed at the base of the tower facing Massie’s Corner. A metal chute housing a maintenance ladder would be attached to the same side of the rising all the way to the top of the tower. Although the panels appear unobtrusive in the submitted plans, McCarthy has expressed concern that these modifications will greatly change the appearance of the false silo, possibly so much that it would no longer resemble an agricultural building.
“One of the questions I’d like answered is why these antennae can’t be inside the silo, like the original one is,” said McCarthy.

If the proposed changes would cause the camouflaged cell tower to no longer resemble a silo, there could be legal obstacles to Cingular and Velocitel’s plan. The Rappahannock County ordinance that regulates telecommunications actually refers specifically to silos as a means of hiding cellular antennas. Rappahannock’s Comprehensive plan calls for limits on the height of cellular towers and that they be disguised as trees, and grain silos when feasible.
