more rational system of distributing the tax dollars you send to Richmond. The appropriations process, of 2006 demonstrates that reform is needed. I hope to return to Richmond next year with a bill in hand that will do just that.
In the meantime, the ominous specter of transportation spending that has dominated this special session continues to loom. It is my sincere belief that we can work out a meaningful road building program without another huge tax increase. But you can bet that the same folks who are always demanding higher taxes will continue to beat that drum. In my opinion, however, the General Assembly can fund reasonable transportation needs without an endless series of tax increases, confiscated from the family budgets of Commonwealth taxpayers.
