demand that the agency heads defend each dollar requested in each new budget. Instead, the agencies just assume they deserved the last budget share they received and ask for more every year. That, in my view, is how we in the legislature are allowing spending to spiral out of control.
The Commonwealth budget for the next two years does do some very good things; as well it should for the amount of the taxpayer’s earnings it is spending. It provides for pay increases for state workers such as sheriff deputies and teachers. It increases K-12 education spending by record amounts. It devotes almost $200 million for sewage treatment plants and other efforts to clean up the tributaries flowing into the Chesapeake Bay.
