PEC contends Dominion has failed to demonstrate need for the line. Instead, PEC believes greed drives the proposal. It believes Dominion wants the line built because the utility company would profit greatly by moving cheap electricity from far-flung generators to the energy-starved Northeast.
Dominion would collect money on a percentage-based formula for eveiy kilowatt that passes through its 30-mile portion of a planned, 240-mile line that would extend from the Loudoun Substation near Areola to Pennsylvania. PEC argues the new fine ultimately would help supply big electricity users like New Jersey.
