School Board to attend Band Concert Thursday, May 3, at 7:00 in RCHS Auditorium; RCPS to host joint School Board - Board of Supervisors Budget Work Session at 8:00 in the RCHS Library: The sole purpose of the joint work session will be for the two boards to discuss the proposed School Budget.
RCHS Team wins State Championship! The Geospatial Technology team is the State Champion! The team of Clay Vickers, Matthew Bywaters, John Mello, Justin Fitzmorris, and Tyler Crews created maps about the 400th anniversary of First Landing of settlers in Virginia. Ron Vickers is the team’s sponsor/ coach/teacher. Rappahannock resident Beverley Hunter is the team’s volunteer mentor / consultant. Congratulations!
RCHS Team has strong performance in the Knowledge Masters Open (KMO): The 16person team of freshmen, sophomores and juniors totaled 1220 points, which placed it 19th out of 28 teams in Virginia. RCHS beat three Group AAA schools, one Group AA school and four Group A schools. It ranked 360th out of727 schools competing nationwide. Congratulations

Question 1. The School Board is asking for a larger increase in local funds this year than it did last year. True? or False?
Answer: False. On March 27 the School Board sent a proposed budget to the Board of Supervisors that included a 6.2 percent increase in local funds of $494,968. The RCPS local increase granted by the Supervisors for the current 2006-07 year (FY07) was $676,870, or 9.3 percent. Note: the $676,870 local increase for the schools for this year was included in the $1.8 million in additional real property revenue projected by the County for 2006-07. (Source: John McCarthy).
Question 2. The real problem with financing the RCPS is with the State. What is being done to try to correct that?
Answer. In 2007 a request by the School Board to be added to Cost of Competing (COCA) funding was turned down by the State. In the coming months, we will a) continue to seek COCA; b) work with John McCarthy to host a meeting of counties interested in forming a coalition to get use value (land use) taxation included in the State’s funding formula for schools (Note: We would receive $956,425 more from the state if the Local Composite Index (LCI) formula included land use values instead of true values); c) We will ask the State to increase the threshold (from 350 to 1,000 students) for small school divisions to enter “into certain costsavings agreements with a contiguous school division (and) shall receive the state share for basic aid computed on the basis of the composite index of local ability-to-pay of the contiguous school division, calculated annually, for a period of 15 years.”
