combine the Assistant Principal positions for the two schools into one?
Answer: No. According to the Code of Virginia as confirmed by Virginia Department of Education official Charles Finley, we are “required to have a full-time assistant principal at your high school. There are no provisions for a part-time assistant principal.”
Question 4. Can the RCPS superintendent also serve as a principal as suggested by a resident?
Answer: No. According to Virginia Code § 22.1-253.13:2, the RCPS must have full-time Principals at each of the two schools. Note: If RCES had fewer than 300 students (RCES has more than 550 students), it could have a part-time Principal.
UPDATE: According to Virginia Law and Charles Finley of the Virginia Department of Education a Superintendent, we must have full-time principals at both our schools (we could have a parttime elementary principal if we had fewer than 300 students), and a full-time assistant principal at our high school. The Department of Education has confirmed that a school superintendent could also serve only as an Elementary Principal, if the school had fewer than 300 students.
Question 5. How much direct support do the various school booster organizations provide to the two schools?
Answer. The Rappahannock County School Sports Association (RCSSA) from July 1,2006 to the present contributed approximately $16,600 for the press box / concession stand project, equipment, and uniforms (of that $3,550 was for FootbalD.RCHS Band boosters from 7/1/06 to the present contributed approximately $24,300 for band uniforms and equipment. RCES PTO gave $11,175 from 7/06- present for playground equipment, RCES sign, 7th grade trip, band, bully prevention, etc.
RCES Band Boosters plan to purchase $1,600 worth of band instruments. The Curriculum Enrichment Program (CEP) received public donations of $8,323 this school year to enrich many school programs.
The Headwaters Foundation contributed $147,070 from 7/1/06 to present for Next Step, RCHS Scholarships, Farm-toTable, Latin, grant-writer, classroom “mini-grants,” etc.
Question 6. Before the Rappahannock County School Board asks the Board of Supervisors for more money to improve salaries / fringe benefits, the Board uses a “modified zero-based budgeting” practice to reduce spending in other areas. How much has been saved in the last four years (including proposed 2007-08)?
