neighbor sent eight zoning complaints concerning Harvey to County Administrator John McCarthy between September 2005 and May 2007. McCarthy wrote at least three times to Harvey informing him that Grays tone Estate could not be run as a commercial bed and breakfast without obtaining the necessary permits from the county.
McCarthy signed a criminal complaint relating to the May 10 incident against Harvey on June 4.
Harvey readily admits he built Graystone Estate with the intention of opening it as a bed and breakfast, but he said he could not obtain county authorization to operate it as such. He said that occasionally wedding party members attending receptions at Blue Rock Inn would stay at Graystone Estate, but he never charged for the rooms.
“What we normally do is we give a room away up here to tiie bride and groom,” he said. “We throw this in as a bonus. Bring 'em up here and show ‘em how gorgeous it is.”
