Virginia Department of Health offer some guidelines for persons who might witness or discover a crash that has just occurred:
Mr. John T. Hanna, director of the Highway Safety Division, says, “First of all, it is imperative that you prevent a second accident by pulling completely off the road. Then, turn on your flashers and go see what has to be done.
“Should another motorist stop, ask him or her to go and phone the police and ambulance. If other motorists are available to help, have them warn approaching traffic by using flares or flags.
