To help the freshmen along, they are given a little blue book entitled A Handbook for New Members of the House of Delegates. Detailed for the newcomers is the procedure for getting along.
The section which deals specifically with the freshman member was adapted from the Washington state legislative handbook and says simply: “The primary task for the freshman legislator is to learn the job of being a legislator.”
The freshman is told to learn the formalities of the legislative process—to learn how a bill becomes law, the kinds of committees, the kinds of bills and the rules of parliamentary procedure.
