"The basic rule of the legislature is to work hard — on committees, on the floor, dealing with constituents—and to learn the ropes well. The freshman is expected by his colleagues to sit quietly in the rear of the chambers watching, listening and learning. Floor speeches, particularly during the busy last two weeks of the session, are confined to those who having something to say and know what they are talking about.
"In committee the freshman is expected to do his homework and develop expertise in the subject matter of concern to the committee. He rarely will...have much impact on committee deliberations until his fellotf committee members feel he has ‘proved’ himself.
“In dealing with his colleagues the freshman learns that keeping his word is a quality expected of all legislators. A legislator may think long and hard before making a promise, but the promise, once made, isn’t broken.
"If a freshman listens well and learns he soon earns the respect of his colleagues and, in the process, becomes an effective legislator. Members will listen when he speaks and be influenced by what he says, particularly on subjects where he is acknowledged to have competence.”
