The Rappahannock Board of Zoning Appeals should deny the Special Use Permit application of any business or industry that fails to consider the needs of the community in which it is located. The Rappahannock Ski Corporation has failed not only to study the community needs but to consider the long range needs for their own enterprise. Basic requirements of the installation such as water supply and sanitation facilities have not been considered, according to the testimony presented at the Board of Zoning Appeals meeting on January 12, 1978.

While the local citizens can be expected to understand that profit-making is the Corporation’s primary motivation, they should not be expected to approve the Corporation’s request when to do so would despoil the very community in which these citizens live. Rappahannock County is a beautiful, unspoiled, rural area. The proposed uses for an amusement alpine slide and miniature golf course are not compatible with that character.

Instead, let them consider the installation of a driving range and an authentic putting green. Both would be more costly to maintain but their appeal to all ages and to the local citizens as well, would more than insure their
