Newbill Miller of Washington has been appointed Director-at-Large of the Culpeper Soil and Water Conservation District by the Virginia Soil and Water Conservation Commission, according to an announcement from Rappahannock Commissioner H. S. Barksdale.
"Rappahannock County and the Culpeper Soil and Water Conservation District are very fortunate to have a man of Newbill Miller’s caliber and ability to serve on the Board of Directors," said Barksdale.
