DEL. L. CLEAVES MANNING <DPorts mouth) conceded that his lengthy legislation aimed at establishing uniformity of local governments has “a lot of nits to pick at if you want to pick at them.”
The House of Delegates did last week and rejected Manning’s controversial bill in a 46-29 vote.
The legislation attempting to bring all of the state’s laws dealing with the powers of local governments into one uniform package had been sharply criticized by local officials from across the state. Representatives of many localities felt the bill would erode the individuality of their respective governments and leave them without powers to deal with problems unique to their own areas.
