Frank W. Norris will retire March 1 as president and chief executive officer of the Piedmont Environmental Council, according to an announcement by B. Powell Harrison, chairman of the board.
Gen. Norris has served in the post since 1976 when he resigned as vice chairman of the Fauquier County Planning Commission.
During his tenure he has built the PEC staff from two to more than 10 and has managed the publication of several manuals.
Among them is the Main Street Manual which pertains to the preservation and improvement of old business districts and hft received national acclaim.
Gen. Norris moved to The Plains after retiring in 1971 as commandant of the Armed Forces Staff College in Norfolk. He soon became active in preserving the historic and appealing .character of the Virginia countryside.
Piedmont Environmental Council has given special priority to promoting the welfare of the farming industry. In this connection Gen. Norris has led the organization in developing and sponsoring the Virginia land use agricultural tax and the new agri-district law, which is patterned mainly on the successful New York law.
