“Prior to January 1, households had to use their own money to buy food stamps," Ms. Gallagher said.
“As a result of this change, eligible households now receive food stamps at no cost, but they receive a lesser amount than they did before January 1,” Ms. Gallagher said.
The January and March changes are the most significant alterations which the USDA has made to the food stamp program since it was begun in 1964.
USDA estimates are that the January and March changes will result in an expansion of the program by 16 to 17 per cent in Virginia. This would mean an increase in the current caseload from approximately 202,000 to 236,000 persons a month.
