Blue Book value of more than $4,500 will have the amount in excess of $4,500 counted as a resource. (Previously at least one licensed vehicle per household was not counted as a resource, regardless of its Blue Book value).

Households no longer have to have access to cooking facilities.

Changes have also been made in the deductions that will be allowed in determining if a household is eligible for the program. The deductions that are allowed after March 1 are:

(1) A standard deduction of $65.

(2) A deduction for working households which is equal to 20 per cent of their total monthly earned income.

(3) A maximum deduction of $80 for the cost of dependent care and excess shelter costs.
