The astonishing story of the employment of Edward S. DeBolt as a consultant for the Virginia Travel Service is a case in point. The way the hiring and its aftermath have been handled has some of Dalton’s most loyal supporters wagging their heads in dismay.
DeBolt is a highly respected marketing expert who did much of the campaign advertising for Dalton, Sen. John W. Warner and former Gov. Mills E. Godwin Jr. He performed similar services for Sen. Harry F. Byrd Jr. DeBolt now heads a firm called ESD and Company, a marketing organization in Arlington.
Last winter DeBolt, then representing the Richmond advertising firm of Woltz and Associates, presented a bid to the Travel Service for a fouryear contract to handle its advertising chores. That contract, however, went to another Richmond ad agency, Stuart Ford Inc., which was the low bidder.
