borderline child abuse and neglect cases in which the children do not have to be placed in a foster home because a Social Worker is able to provide effective services. This takes a lot of time. And we cannot forget the elderly and disabled citizens who do not have to go far away to an expensive nursing home because services are provided to keep them in the community.
As a Social Worker, 1 was often frustrated. I saw so much need, and I was the only one person with limited time and energy. I wholeheartedly supported the hiring of a second Social
Worker, as did the remainder of the welfare department staff. The Welfare Board, appointed by the Board of Supervisors, recognized and approved the need for increased services to Rappahannock citizens.
I agree that an apology is due—to Mrs. Buntin personally, to the dedicated staff which certainly does work overtime, and to the people of Rappahannock County who have been misled and who now will have to do without the services they may need.
