Nevertheless, because of DeBolt’s tightly knit web of connections with the Republican party and the top echelons of the Dalton administration, all the elements needed to support charges of blatant cronyism appeared to be in place. Yet when these charges came, Dalton and his staff reacted with stunned surprise and disbelief. They professed wide-eyed amazement that anyone could possibly see anything questionable about the matter.
Indeed, Dalton is probably getting a bum rap in the affair. DeBolt, himself, is not being paid a salary of $84,000 per year as reported in the press. That amount is the fee being paid to his company, which has a number of employees.
Nor does the amount seem excessive for a first class consulting firm’s fee when one considers that tourism in Virginia is a $2 billion industry. And as a consultant, DeBolt is, as we said, one of the best in the business.
This is not to say, however, that the hiring of DeBolt’s organization was totally devoid of political considerations. It is highly unlikely, for example, that Democratic consultant Gerald Rafshoon's firm would have been given the contract.
