Specifically, from what legal statues do the trustees derive their authority? How, by whom and for how long are the trustees appointed? What, if any, payment do they receive? What measures are available to residents seeking to challenge actions by the trustees? And finally, who—what official or official body—is empowered to initiate inquiries or relief actions in behalf of Rappahannock residents who may wish to challenge or reverse trustee actions?
