The staff analysis also noted “no military construction funds associated with the INSCOM move (to include Ft. Meade, VHFS, and the Special Warfare Laboratory at Woodbridge.) have been included in the FY 1981 budget. If, however, it appears that implementation of the Ft. Meade option is in the offing, then the Committee should seriously consider exercising its privilege to hold hearings concerning the impact of the decision upon all intelligence activities involved.”
The staff analysis cited testimony that Robinson had elicited from the Defense Department during April hearings on the proposed transfer. The DoD admitted, according to the staff analysis, “that only Army costs and Army needs played a part in the'decision process. National Security Agency requirements were not considered.”
