A second opinion handed down on March 13 further clarified eligibility criteria. "Obviously a school trustee electoral board must employ some benchmarks to assist in assaying the relative merits of the candidates. Thus, if the school trustee electoral board wishes to publish suggested guidelines to inform the public of the qualities they seek in school board members, but at the same time acknowledges that candidates may lack some or possess other unlisted qualities, this would be within the discretion of the board," the second opinion stated.
