During the ensuing discussion, it was pointed out several times that capital outlay costs and debt service, as well as “categorical funds” for special education, vocational education and food services cannot be counted towards per pupil expenditure.'

Despite this, Masterson, Eastham and Stokes voted the appropriation for the double modular unit, an item that is listed under capital outlay in the school budget.

“The double modular unit did nothing to erase the need that existed prior to that motion,” Bloomer stated when questioned on Tuesday regarding the supplemental budget item. Even with this additional expenditure of local revenue, the proposed 1980-81 budget falls $38,590 short of the $1,075 minimum, according to the superintendent. He reported that he’d sent the school board a memo, advising the members of this continued shortfall.-D.H.
