school board was questioned on whether it is equal treatment for the board to require students found guilty of violations in drug and alcohol policy to attend Mental Health clinic counseling sessions with their parents when the clinic charges different families different fees based on income.
Jo Gorman, director of the mental health clinics in the Five-county Rappahannock-Rapidan Planning District, explained that sliding fee scales are assessed on the ability of clients to pay for services.
She said that mental health clinics must make up in fees the difference between the expenses and federal, state and local funding. Gorman noted that federal funds are supplied through an eight year declining grant, with fewer dollars received each year.
Counseling fees run between S2S and SI per hour, she reported, with charges averaging between S4 and $8. "We must charge fees so we can keep our doors open when the federal funds decline,” Gorman said.
She agreed that it is not likely for counseling fees to be a burden on any family. Gorman added that clinic personnel also believe clients are receiving help in exchange for the cost of counseling.
The board agreed to have Dr. Bloomer investigate a contract for counseling with the mental health clinic.
Mrs. Massie noted that Dr. Bloomer had checked with the state Department of Education and verified that the board is within its rights to direct students to counseling services and at the same time, expect the student to pay for the required services.
