Before closing the Amissville meeting, Miller again complimented Capelle for efforts on the comprehensive plan. “His board of directors gave him an out,” said Miller, noting that Capelle had been told he needn’t develop Rappahannock’s plan if his work load was too heavy. “He’s worked over time to get this done. We certainly appreciate it,” Miller concluded.
