When one examines how school board members are chosen, it is clear that the politics of official selection is not in any way representative of the people and their feelings about the schools.

Selection of school board members (5 in number) by a school trustee election board (3 in number) appointed by a judge (1) who is himself an appointee of the state legislature, is a system calculated to remove as far as possible the school board from the people it serves. This theory and practice of government is a remnant of colonial times, and because it, was found wanting in many communities, the state legislature has provided for election of school board members by the county board of supervisors if the citizens so desire.
