Noting that Title I funds are “flow through money, Mrs. Massie said that the supervisors wanted the Title I budget and the regular school budget kept separately. “Combining them escalates the entire budget,” she said, adding that Cox felt the board should follow the supervisors’ recommendation.
(Title I consists of federally funded programs—the reading and math labs at both schools as well as special primary groups —which are aimed at bringing educationally disadvantaged youngsters up to grade level through intensified instruction. In Title I programs, salaries for teachers and aides and costs of instructional materials are paid for with federal funds.)
Eastham maintained that it takes “months of work to figure out where we stand in the budget” if Title I funds are omitted, adding that totals will not reconcile unless the two budget documents are combined.
