Last year was the first time that the lunch program operated at a deficit, according to superintendent William Bloomer. He noted, however, that the loss will not affect the school budget since the cafeterias are funded primarily by federal flow through funds with reimbursement based on the number of lunches served.
He attributed last year’s loss to a combination of factors. In.the past, Bloomer noted, CETA (Comprehensive Employment Training Act) workers have been employed as cafeteria helpers at no cost to the school system. During 197980, no CETA workers were available. until halfway through the year because of certification hold-ups and therefore, cafeteria funds had to be used for part-time help, according to the superintendent. \
In addition, he continued, the cost of food skyrocketed, government food commodities weren’t as available as they have been in the past and the federal government failed to provide the S3.000 “in lieu of commodities” payment which Rappahannock received the year before when commcHiiie* were also scarce.
