"Madam chairman. I do the homework,” Eastham snapped. He maintained that his resolution didn’t relate to flexibility but was aimed at stopping “the deliberate confusion of accounting” that carry-over creates.
The third part o|f Eastham’s resolution, calling for prior approval from the board before any federal Title 1 funds in supplemental budgets can be expended met with unanimous endorsement from the board. “That’s a very minor matter. I’m sure Dr. McDaniel (Title I supervisor) will be glad to bring any supplements to the board for approval,” Mrs. Massie commented.
The third item in the resolution, a requirement for reports at least every other month, line item by line item, in both the regular and Title I budgets met with opposition. In addition, Eastham called for bimonthly reports on the activity and cafeteria funds, signed by the principal of the school and a second responsible faculty member.
Mrs. Reeve questioned whether it was necessary to put the administration to the extra effort of preparing a line-item-by-line-item review of the lengthy school budget every other month. “I think quarterly would be enough...It’s just that much more paper work.”
