Rappahannock sheriff W. A. Buntin attributed his department’s low crime clearance rate to lack of trained investigative perosnnel. He noted that the other four sheriffs departments in the planning districts all have an investigator on staff for just that purpose.
In addition, he said, the large number of weekend and vacation homes in the county have an impact on the clearance rate. Houses without full-time residents are prime targets for burglars.
