His career in public service began in 1923 when he was assistant principal of Washington High School in his hometown of Washington. Va. He became principal of the school the following year.
Miller was president of the American Association of State Colleges and Universities in 1968; has also been president of the Virginia Education Association. of the Shenandoah Valley Educational Television Corp.. of the board of trustees of Rochingham Memorial Hospital and has been active in many other professional and civic organizations.
