In addressing the fifth item in his resolution, Eastham acknowledged that he had earlier supported granting the superintendent authority to transfer funds between line items in a category without prior school board approval. He announced, however, liberally sprinkling his statements with “damns" that he’d changed his mind.

Nancy Reeve maintained that the superintendent should be allowed to transfer money between line items in a category without checking first with the board as long as he informed the members of his action at the subsequent meeting. “I think we’d be hamstringing the administration by keeping that kind of control," she said, adding that it may prove administratively impossible near the end of the budget year to pay bills without having special board meetings to authorize line item transfers.
