Werner Krebser recalled that he’d asked the supervisors last July to investigate benefits in depositing county revenue in an institution other than the Rappahannock National Bank. Then in September, Krebser said, he asked treasurer Frances Foster why she hadn’t sought bids from both local banks before investing the county's money. According to Krebser, Foster replied that she asked Farmers and Merchants Bank in Flint Hill ten years ago and was told that bank wasn’t interested in handling county funds. ‘‘I called Farmers and merchants and they said that was not the case at all, that they’d never been asked,” he reported.
“It’s interesting that also in September, the treasurer saw fit to take $100,000 to Farmers and Merchants. I don’t know why—maybe to appease me—but it was a one-time affair,” Krebser told the supervisors.
He reported the treasurer as saying it was more convenient for her to go to the bank across the street, Rappahannock National Bank. “Convenience should have nothing to do with it,” he said, arguing that the taxpayers deserved the best return possible on their tax money.
