“An investigative arm for all Rappahannock County citizens" and "the conscience of the community as a whole” was how Circuit Court Judge Shore Robertson described the special grand jury empaneled last Thr ' - to look into the November 9 shooting death of Ranee Spellman.
In explaining their duties to the ten special grand jurors. Robinson noted that no specific acts have been alleged, no indictment issued and no defendant named. He told the jurors that they are to recommend what future actions should or may be taken relating to the case.
While the special grand jury has subpeona powers to call for both witnesses and records, all witnesses have the right to have counsel present while being questioned and may exercise their fifth amendment right to remain silent if their testimony tends to be selfincriminating, the judge said. i ~He noted that the jurors may also request commonwealth's attorney Douglas Baumgardner to interrogate witnesses and advise on technical matters.
Robinson cautioned the special jurors that they are not to discuss their deliberations. The panel's report w ill be sealed and not open to public inspection unless ordered by the court, he added.
