Not so unaerstanaaoty. Water Control Board executive director Robert V. Davis promptly went along with the request. Incredibly, he told Vepco to draft the kind of letter needed and send it over to him for signature.
At this point Bill McKelway, an enterprising reporter for the Richmond Times-Dispatch, got wind of the story. He dug out the details, and his piece landed on the newspaper's front page.
Those details are interesting, indeed.
One of the drafters of the letter for Vepco was A. W. Hadder, a senior official in the utility’s Environmental Service Department. It develops he is also Mr. Davis’ brother-in-law.
Mr. Hadder reportedly delivered the draft to Mr. Davis on Thursday, Oct. 14. Such “staffing” of the letter as was done took place the next day.
On Sunday, Oct. 17, Mr. Davis signed the final document, backdating it to the 15th. Mr. Hadder picked up the letter on Sunday at Davis’ home and rushed it back to Vepco.
It appears the bureaucracy, properly movitated, can move with dispatch.
