Responsible Agencies
Baumgardner noted that the county doesn't have jurisdiction over the sewer system proposed for the group home. "The health department and the State Water Control Board determines if the sewage disposal is adequate,” he said, adding that the county has to accept the findings of the two responsible agencies.
"I don’t think we have any choice.” agreed planning commissioner James Swindler.
Before issuing a discharge permit to the group home for a sewage disposal system, experts from the State Water Control Board and health department will check all phases of the design, Baumgardner added.
"I've had dealings with them before and I've seen them make more than the average number of mistakes,” Miller countered.
