Wiltshire Turner, Ltd., the overseas investment firm that has proposed a 24-lot development north of Flint Hill, "was formed in 1982 as a broad based property development enterprise with the sills and management expertise to provide a service for the increasing number of overseas and US investors wishing to participate in the American property market,” acording to the firm’s brochure.
The brochure notes that the company recognized the tremendous growth record and the future potential of the Northern Virginia region which has a good balance between high technology industry and the influence of the U.S. government administrative center in Washington.
Its objectives are listed as:
1. To identify profitable development opportunities on the Eastern Seaboard of the United States, specifically in Northern Virginia, Washington, D.C. and Maryland. 2. To provide a complete and efficient management service which researches the feasibility of each project; organizes the purchase and finance; supervises the construction and then sells the completed development. 3. To invest a minimum of five percent in every development itself and find joint venture partners or investor groups for the balance of the investment capital required. 4. To sell each project, on or before completion, to an end user rather than retain an investment position for the medium or long term. Farm subdivision is one of seven specific types of property development on which Wiltshire Turner Limited concentrates, according to the brochure. It notes that many farms under 1,000 acres are proving unprofitable for general farming purposes. The company plans to buy such farms which are suitable in terrain and location and subdivide and sell them to satisfy the increasing demand for larger tracts of land for second or holiday homes in the country.” The other six types of development on which the firm is concentrating are retirement homes - apartments for the elderly, small office condominiums, hotels - country inns, townhouses, period office refurbishment and specialist, up market shopping centers. Wiltshire Turner Limited is a property subsidiary of the John R Wiltshire Group Limited, a $200 million turnover company founded in 1810 with its primary business activities in the UK covering industrial and commercial construction and property development business, according to the brochure. In addition, the company has branches involved in specialist interior contracting in the Channel Islands, France, Saudi Arabia and Singapore. Among the brochure’s partial list of the John E. Wilshire Group’s corporate clients are British Petroleum, DuPont (UK) Limited, Esso Petroleum Company Limited, Government of Australia, Government of Malaysia, IBM Limited, Safeways, Hyatt Regency Hotel, Shell Research, Saudi Research and Development Company Limited, and United Kingdom government entities, including British Airways, British Gas Corporation, British Telecom, Home Office, Ministry of Defense and National Coal Board.
