Ann Miller, the Commission director’s assistant, explained that rehabilitation of income producing properties in an historic area may be eligible for a 25 percent tax credit. The rehabilitation projects must meet standards set by the Secretary of the Interior and must retain historic character and integrity, she added, noting that the National Park Service issues final certification for the tax credit.

Robert Eastham asked what effect the historic designation would have on applications for federal and state funding to build Sperryville’s proposed sewage disposal system.

It could work in Sperryville’s favor, Mitchell replied, reporting that historic designation had benefited efforts to secure federal funding for a Richmond project. "And it could work to the detriment if the sewer system was going to knock out ten houses and destroy part of the historic area.” In the second case, he said, federal authorities “might sit down and rework the project to try to avoid that destruction.”
