Updike praised the index scale as a valuable tool for the administration to work with the for teachers to use for planning future income. He also spoke in favor of working a merit promotion system into the index scale.

“I’ve worked under a merit promotion system for 16 years,” Updike said. “It’s a valuable management tool, but it can be misused as well. It’s absolutely essential that merit promotion procedures he completely worked out and that staff and administration be trained in their use. I don’t think we’re ready to adopt a complete system now. So I support an index scale with a future merit promotion system to be developed and worked into it later.”

Reeve spoke next, reiterating her support for the index system and adding that the index system for teachers was fully developed but that the scale for the classified employees needed further work.

Eastham, an opponent of the index system, said that he could not support the system as proposed, but would support a combination index-merit promotion system. He invited Updike to work with him on developing such a system, using the Evaluation groundwork already in place at the school.
