Put another way, state budget expenditures for 8283 area 8.3 percent more than 81-82 and for 83-84 they will be 4.1 percent more than for 82-83, or for this biennium 13-14 percent more than for the previous biennium. I am sure that in these times of recession and shakey recovery many of us in private business or in our personal lives would welcome a 13-14 percent increase of income in times of declining inflation.
1 feel that the administration has painted a worst case scenario-tax revenues will probably be higher and costs will probably rise less than has been predicted for this budget. After the General Assembly has made the tough cutbacks recommended, the administration can then unfreeze capital spending now being deferred. ,:^The administration will look good and the General Asssembly will be portrayed as having been overly pessimistic and lacking in confidence.
