The budget proposed by the governor is also a wellbalanced affair, and it appears to resolve the problem of the shortfall.
In doing so, however, it js clear that several of its budget-balancing proposals will kick up a storm of controversy as they move through the legislative mill.
One of these is the freeze on the salaries of all state employees, including constitutional officers and college faculty members.
The other is the $20 million slash in basic aid to education.
Also it should be noted that for the proposed budget to cover the shortfall, a rather remarkable upsurge in the rate of the state’s economic growth will have to take place. The governor’s economic advisers and their consultants say this will happen beginning this spring.
According to their figures, the state’s economy will surge from its present growth rate of 6.4 percent to a whopping 10.7 percent.
Thus, both the governor’s speech and his budget raise questions.
