By GEORGE BOWLES Gov. Charles S. Robb’s State of the Commonwealth speech on the opening day of the General Assembly atid his budget message which followed a day later, taken together amount to a set of well-crafted blueprints for the second year of his administration.
His speech was strikingly different from similar renditions by other governors in recent years.
While Gov. Robb properly addressed the state’s overriding pragmatic concern—its $305 million budget shortfall—he strongly restated his commitment to, among other things, responsive government, equal opportunity, social justice and protection of the environment.

inwprar factors in assessing the state of the Commonwealth, he went considerably beyond the range of concerns which claimed the attention of his immediate predecessors.
