The most pressing problem we face this year is the projected revenue shortfall which will undoubtedly force us to make substantial cuts in most areas of the state budget.
Governor Robb has outlined his recommendations on where these cuts should be made and I suspect that he may be overly pessimistic about the prospects for an economic recovery during the coming year. His revenue projections and the budget cuts based on those projections seem rather severe. He has asked each state agency for a five percent reduction in spending this year and a six percent reduction next year. In addition, he has proposed freezing the salaries of all state employees. His most disturbing proposal is one which would cut $20 million from basic state aid to public schools. I certainly applaud /the governor for his apparent commitment to a balanced budget and for resisting the temptation to seek a tax increase. But I hope the legislature will be able to achieve these same goals without making all of the sacrifices which the governor has requested. Of course, in the end, we must be prepared to make whatever sacrifices sre necessary to preserve the Fiscal soundness of our rommonwealth. <
